I don't think that's how hot lanes work. I think if so many people are paying to use the lane the price will continue to go up until enough people are priced out to make it worth paying for the lane.
Its a great way for the state to make money while increasing the efficiency of the hov lane. Right now there are no limits for the lane.
I don't know how many additional people will start commuting because of this option. I would think that number would be negligible, but that's yet to be seen.
