Joe Gibbs started Campbell in 2006 essentially because the season was over, and to give in to a fan base that wanted to believe Mark Brunell was the problem even though he really wasn't.
Consider that at the times Gibbs resigned in 2008, he did make mention that he would have held a QB compeition between Todd Collins and JC had he stayed as coach. I believe Gibbs knew that Campbell was not the answer deep down. Joe preferred veteran QB's because throughout his tenure as head coach it was always the veterans who performed well, played smart, and didn't make mistakes that cost the team...
