Sounds like the Skins didnt use their 2 padded practices in 1 week or their 11 padded practices by week 11 and did so during the bye. Im guessing lots of teams probably save the 2 padded practices in 1 week for the bye week.
I read something interesting. During mini camp or pre season, if a padded practice has to be cancelled within first 60 minutes bc of weather or something out of teams control, it doesnt count.
I imagine Belichick checks weather reports and then intentionally runs a padded practice right before a rain storm so he can cancel at the 59th minute and not have it count.
