It makes perfect sense if you look at the process.
The list of voters are completely unqualified to judge line play or anything that doesn't show up in the stats (Art Monk is a great example, his greatness didn't pop in the box scores).
Yet, their egos won't let them acknowledge their lack of qualifications.
It is really a popularity contest and who (and what group) can lobby for their candidate most effectively.
Jason Cole, a HOF voter was on Czaban's show shortly after the Jacoby vote. He was so certain that while Jacoby was good, he just wasn't a Hall of Famer. His reasoning was circular and rested on his own evaluation (which is meritless) and what he's heard from others (who in the hell is in his ear?)
Jacoby was dominate against some of the best defenders of the era for nearly a decade.
The whole process for positions which don't show up in the stat sheet is flawed.
