So they don't have to roster him and pay him for two years, perhaps? They've signed Gronk and seem to like Brate more than Howard, so he seems a bit expensive for a #3 TE. I read that they've already picked up the 5th year option on him. I'm guessing that was to possibly make him more attractive to a potential trade partner.
