Who's Improved Their Team the Most? (Other than Skins)

I know we're not done with free agency and we haven't had the draft yet but looking around the rest of the league what team have you been most impressed with so far by their offseason moves

I'm going to say the Rams. I was a bit surprised they went with another offensive guy when they hired Scott Linehan. But he's a sharp young guy and nice move to pick Jim Haslett as their D-Coordinator. He's good in that role and has experience as a coach to help out Linehan.

Then they go out and strengthen their defense with three solid pick-ups in Glover, Chavous, and Witherspoon. Offensively, they've got some studs in Holt, and Jackson. A solid, if maybe slightly declining, vet in Isaac Bruce. Up and comers in McDonald and Curtis. And with Frerotte now backing up Bulger it means they don't have to turn to Fitzpatrick in an emergency. Plus, they still have Marshall Faulk

A lot of people are jumping all over the Arizona bandwagon because they signed EJ. But I think the Cards will still be playing catch up to the Rams who, in my opinion, have moved closer to the Seahawks this past month.

So what do you guys think? Which team has most impressed you this offseason (other than the Redskins)?
