probably does self scouting (to avoid beign predictable and finding weaknesses) and statistical breakdowns (I form play-action passes works against 4-3s in an eight man run blitz 79% of the time).

If they've been around a while they could also act as consultants (let's try this, we should play this guy) and monitor drills for technique issues.

Is this really a promotion ? This seems to be more of a job title change ( and possibly pay rate increase) to me.

But anyways, it seems that the Bucs are trying to do something similar to what the redskins are doing with the coaching staff as far as roles and titles. It's a copycat league and at least one team out there is somewhat confirming the success of the redskins coaching structure. If nothing else, these moves serve the purpose attempting to keep coaches they deem valuable.

a special teams coach works with special teams in some manner... the coordinator oversees everything related to special teams... like moving from department manager to store manager i guess.
