If memory serves JKC built Fed Ex with his own money which is why he called it JKC Stadium and why DS changed the name as fast as he could. JKC did have PGC and the State of MD pay for road improvements and upgrades near the stadium but not the stadium itself.

JKC (the Skins) also built the rec center just outside the stadium .
