Nobody can completely shut down that guy. But Norman is having a solid season, kept Mike Evans in check, played well against Julio Jones (minus the ugly PI). He's not crazy fast so sometimes he'll get beat, but since the Saints game he's been playing well, not sure I get all the skepticism about him.
