All I see is impact offensive rookies from Insider (Courtesy Scouts Inc.) and yes they mention Cooley

"Cooley doesn't dominate as a blocker or receiver, but he is a sound route-runner who consistently finds ways to get open. Cooley rarely drops passes that he should catch. He also has experience lining up in the backfield, making him an excellent fit for Redskins' head coach Joe Gibbs' offense.

Gibbs likes to use his receiving tight ends like H-Backs, and Washington will move Cooley around in an effort to create favorable matchups. Although he probably won't start, the Redskins lack an upper echelon tight end, so Cooley should see plenty of playing time."
