That's exactly why the system doesn't work. This kid is 13, which is 8th-9th grade for most people. Are you telling me that a high school freshman, or soon to be freshman should be off the hook for friggin murder, because he "can't control his emotions"? Most murders happen because someone lost control of their emotions. If that was a legitimate excuse, nobody would be in jail for murder.
And a few years in juvy is ridiculous for the severity of the crime. I personally think he should fry, but that won't happen. He might get sentenced to life if he's tried as an adult, but he'll probably only serve 7-10 years...
