Yeah Zorn hand picked his QB in JC when he agreed to come to the Redskins and become JC's OC.

As HC if he didn't want JC he would have trade to trade him ala McDaniels/Cutler

Then he wouldn't have named JC the unquestioned starter.

Then he wouldn't have pinned his hopes for success on JC arm.
