Where did you hear that the Redskins decided that the draft picks evolved where too high? I found this that seems to go along with what I remember with Orton valued over Campbell in the eyes of the Broncos, I forgot about the 3 way deal talk. But maybe something came out later with more details?

However, the deal involving the Browns unraveled, prompting Chicago to jump back in and offer a less-complicated deal, knowing the Broncos liked Bears quarterback Kyle Orton. The source said Denver’s preference of quarterbacks was Quinn and then Orton. They were not high on Campbell.

So, rather than do a three-way deal with Washington and another team, the Bears, according to an NFL source, called to offer Orton, two first-round draft picks, and a third-round pick in exchange for Cutler and a fifth-round pick.

“They had the compensation,” another NFL source said of the Redskins. “In the end they chose Orton over Campbell.”
It was my understanding that the Bears had a better offer because Washington didn't want to give up a first rounder...

Even if Denver chose Campbell over Orton, it didn't have much to do about whether one QB was better than the other, and more of which QB McD felt fit his "system" better. Given what transpired in the 2009 season, it is hard to straight up determine which of these QBs is the better one, however, at that moment I think the best QB for Denver was Cutler...it's just that McD wanted his own players and dismantled the Denver offense.
