In hindsight, sure the RB should have been the guy he went to. Sometimes, you can do the right thing and the opposing player just makes a better play. Point in instance is the TD catch over Claiborne. Dude had fantastic coverage on the WR, and simply couldn't play it any better. Another one is Sherman's interception of Kaep.

If RGIII had done this, nobody would be saying a peep about it.

To me the better choice was the easier throw, which was his checkdown. Especially considering the situation there was just no need for him to take an unnecessary risk and throw into a tight window.

If RGIII did the same thing I might be inclined to give him a pass since he doesn't have nearly the same experience that Romo does at this point.
