There have been franchises that have been terrible and new coaches were able to make them playoff teams or at least the teams had shown improvement in less than three years.

And signing free agents is not the key to developing great teams, drafting and developing players is what will win you games, and besides Trent Williams, what player has been a for sure great draft pick that the Redskins have developed to his potential?

Ever since Pete Carroll took over the Seahawks have made better decisions than the Redskins, specifically on draft day, and they have developed their players, unlike the Redskins. The Seahawks were good when Holmgren was there, but the minute he left the team went straight downhill and became one of the worst franchises in the NFL. Just like When Gibbs left the Skins.
