Yes. Basically, Chip Kelly came after O'Connell to get him to come to UCLA and be the OC there, so Gruden said hey I'll pay you more, don't go. And he stayed.

Then Redskins HR, like any HR department will do, said OK well we can't just pay him more without a change in responsibilities, and Gruden said fuck I don't know, add passing game coordinator in there. And they said OK and approved the increase.

Seems silly to think an NFL head coach has to jump through those hoops but they do.

I have honestly never heard of "passing game coordinator" in my entire life, lol! But, I'm applying for a job as assistant fumble recovery coach. Wish me luck!
