Not much is going to be gained by having your starters go up against 3rd and 4th string scrubs. They get better work in practice going up against the first team defense. Putting in a new system takes time, it's just how it goes. I don't think that playing more in the preseason is worth the risk of getting guys hurt and the upside just isn't there.

As long as I can remember the 3rd game has always been the dress rehearsal game where the starters play half the game and the coaches do some basic game planning.
