Williams doesn't necessarily think he has more upside in Tampa. He think he may not have as much upside in DC. Williams is not as highly considered as far as being an exec as Morocco Brown. I wonder if Brown gets bumped up (and Scott Campbell out) and Williams comes in under Brown?
