I don't know what other teams distribution of WR picks is, but using only 7 1st or 2nd round picks on WR's in 29 years, seems like one reason why we have had the drought at WR production.

There have been 225 WRs taken in the first 2 rounds of the draft since (including) 1980. Which works out to 7.3/year and about 7* per team.
So, we're roughly in line with the average, probably slightly below when you factor in expansion, but really close. I was surprised at the drought of selections, though between 2003 and 2008
