1.) Ramsey takes his lumps under Spurrier. Gibbs comes back and immediately signs Brunell to a huge deal. Even assuming that the starting spot was up for grabs when they started camp (some cynics would argue that the size of Brunell's contract suggests otherwise), signing another quarterback to an outsized contract before Ramsey had played a down for Gibbs falls short of a vote of confidence.
2.) Brunell positively tanks. Gibbs refuses to play Ramsey long after it becomes apparent that Brunell's best days are behind him.
3.) Gibbs declares in December that Ramsey is "our guy." In April, before Ramsey has played a down in the new season, Gibbs sacrifices a bunch of picks to trade up and get another quarterback.

If the Skins are 12-0 right around Thanksgiving time, there will be no QB controversy.

With baseball gone in DC for 34 years, "QB Controversy" has become the national passtime around here.
