I would be thinking.

1. Philly - Best combination of cap room and they're on the cusp of a Super Bowl
2. Houston - Lots of money and could really benefit from an elite defensive player
3. Tampa - A little young but they have lots of money and they have a franchise QB.
4. Atlanta - Might not have the cap room but I would go there if I was looking for a potential Super Bowl birth
5. Washington - Enough money to sign me, doesn't look promising competition wise to an outsider
