There are only a finite number of targets.
But, we have far more WRs then possible targets or catch opportunities.

The funny thing (or not so funny if they cut Gaffney and/or Moss) is that using advanced metrics from Football Outsiders Gaffney was ranked higher in DYAR/DVOA then Garcon whose DYAR/DVOA were equal to Tana playing through a broken hand.

One could argue that Gaffney and Moss have their best football behind them while Garcon likely has his best yet to come.
