Just because I left something behind doesn't mean it should be thrown away. If it's left it needs to be placed somewhere, because it obviously belongs to someone. If you leave your wallet or your credit card at the dinner table, does that give the waiter the right to use it?

I've left stuff in hotels, sometimes I am fortunate and I get it back but it's my fault for leaving it there when I don't.

Your waiter analogy is miles off.
