Eli Manning has a lowly 82.6 career QB rating. He has won 2 Super Bowls, but his statistics are not on par with the better quarterbacks in the NFL. Ben Roethlisberger has a 92.7 career QB rating and has also won 2 Super Bowls. Phillip Rivers, who also was drafted in the same draft and the same round as the two mentioned QBs, has a 95.0 career QB rating.

Eli Manning is very good. I won't say that he isn't. But he isn't elite or great. But I don't consider elite or great as going up against a 32nd ranked defense in the Super Bowl and coming from behind to win it.
