Because a lot of his turnovers come at the worst possible time and a lot are due to bonehead plays. All interceptions are not created equal. An interception of a deep 50-50 ball on 3rd and long doesn't really hurt a team most of the time. None of Kirk's come on those throws. As I type this Kirk just threw a 25 yard pick six. I rest my case.

Let's not forget, Kirk Cousins is on a better team, better quality weapons, better defense, better coach, better organization, etc.... and right now, his team is 5-3-1, and losing to the Bears 14-0.
I love Cousins, but he may turn to be nothing more than an .500 quarterback who puts up big numbers, but can't take his team all the way. Inversely, the 'skins are 6-4 and at the top of their division. They have lost their starting quarterback, but they're still in a great position. Is it possible that by season's end, we realize why the Redskins didn't pay Cousins an enormous contract?
