Don't know if you can do this or not...
But for those under 1,000 posts or something like that... you should temporarily redirect the user to the search page, or some kind of "Are you sure your not posting a retarded thread?" pop up message... If people are too lazy to use google, they're probably too lazy to read the forum guidelines. This might be able to curb some of the duplicates and such...

I never understood the obsessive desire for thread creation. I think I've created maybe 5 threads since joining this site -- maybe.
If I was the only person responsible for creating new topics, I'd could probably only think of 10% of the topics we already have available for discussion. I guess it's just me, but there is hardly ever a topic that I want to discuss which isn't already being discussed here.
