As to who is actually processing the paperwork, that seems more administrative. Anybody could do it. You could have a low level administrator executing Rivera’s wishes, and that admin could report in to Kyle or Rivera himself.
To me the only major function that hasn’t been assigned yet is the non-football operations boss. I think Rivera and Smith function as the chief decision makers with all authority sitting with Rivera. Who runs the business side still seems up in the air.
