I was just thinking, if I was BS I would reach out to my contacts in the league and try to land a huge contract, with a winning team, and a great culture.
Right now, this team is doing everything they can to keep Norman on the active roster, without putting him in the game, because he has a roster bonus. Literally, they are bringing guys in of the street to play in front of him.

If I am Scherrf i am waiting to see how the new CBA works out AND what changes are made within the organization. I wouldn't be in any rush to sign a contract unless it was top 3 OL money.
