They are trying Davis out at MLB as at this point it is good experience, it is still likely he will move outside with Bostic coming in at MLB when camp starts to wind down and preparation for the first games is ongoing. Davies has to get aclimated to playing in the NFL before handing over the whole defence to him. I think it is likely we'll see him as 2nd string MLB during the preseason and they will see how he fares.

It's not a requirement that the middle linebacker has to call the defense. I know the Redskins have had safeties call the plays in the past.
