I mean there was definitely enough there to throw the flag. It was holding by the definition of offensive holding -
using your hands or arms to materially restrict an opponent or alter the defender's path or angle of pursuit. It is a foul regardless of whether the blocker's hands are inside or outside the frame of the defender's body. He absolutely restricted him from making the play on Daniels. You can see his jersey being pulled across his chest.
I'm sure sometimes we don't see that called - and sometimes we do. If that makes it questionable, then I'll have to agree that it was questionable, but I'm ok with getting some of those every once in a while.
