I know the conspiracy theorists want to believe that Snyder is somehow meddling with personnel, but ever since Gibbs came back all we've heard is how he's taken a backseat and Gibbs and the rest of the staff collectively make the personnel decisions, and Snyder is the main negotiator.

Blaming Snyder is really a tired excuse that doesn't hold much merit anymore.
