cleaned up some posts, removing some redundancies, anyways... bucs are looking at a lot of guys, but the browns and dolphins are actually signing players. the 49ers are signing players too, but they're not very good ones.
Summary of the 2008 offseason thusfar:
-DTs are the biggest movers, and the top available FAs are drying up fast.
-right now alge crumpler is looking like a seahawk, ben troupe may end up a buc.
-jonathan vilma is a saint (for a 4th or 3rd rounder... good move for NO)
-browns paid a lot of money to keep D Anderson (QB) - 8mill/per based on one good season. it's not a bad move though.
-the raiders signed DE Kelly to a 50mill contract (his highest season sack total - 6). ouch. this make lloyd look like a bargain.
-madieu williams (S bengals) got over 6mill/per to join the vikings, jeff faine (C browns) got over 6mill/year to join the bucs. jerry porter got 5mill/per to join the jags. -- all terrible moves (imo)
-it looks like faneca (OG steelers -> ??? (jets, 49ers, rams)) is going to get 8mill/per and samuels close to 10mill/per (CB patriots -> eagles)... neither is terrible, but i'd pass on both.
-corey williams (DT GB) was traded to the browns for a (late) 2nd round pick and signed for 6mill/per (good signing).
-marcus stroud is still available at DT (so is robertson (jets)). Lito sheppard and domique foxworth (CBs) are available for trades too.
-DT Kwame Harris (49ers) and Larry Triplett (Bills) are FAs.
-josh brown (only P/K of note) moved from the seahawks to the rams (to replace the retired jeff wilkins).
-javon walker is now a FA, no trade required.
the dolphins signings:
-reggie torbor (LB giants)
-randy starks (DT titans)
-ernest wilford (WR jags)
-josh mccown (QB raiders)
-justin smiley (OG 49ers) - somewhat high priced
not really world beaters, but solid signings that aren't too expensive.
-latest on shaun rogers - he's going to the browns for a 3rd rounder and CB leigh bodden... NOT CONFIRMED. that'd give the brown two new high caliber DTs (well, 1 full and 1 part timer

-savage (browns) and parcells (dolphins) look to be doing the best at improving their teams right now, and it's not close.
-bucs/49ers/vikings/raiders/jags have all made at least one bad to very bad move so far.
-bucs/jags have the most common interest with the free agents we're probably looking at (WR, gregg williams depth guys)
