Here's the thing with Kiper. He does his board based on talent alone to begin with and ignores team need until it becomes more clear as April gets closer. Of course he incorporates draft history since if the most talented guy in draft is a guard there's just no way he is going in the top half of the first round. Kiper seems to be good at evaluating plain numbers and has a decent grasp of what it takes to be a quality ball player in the league but he misses so often on player character. I guess it is totally a crap shoot really in the end but honestly I'd trust just about any of the personell evaluators in the NFL before him.
