I think JJ was talkin mainly about the stadium. He wanted the new stadium but needed to change his image with the public and possibly investors. JJ has always been labeled as only wanting yes men for his head coach. The idea of Bill Parcells would dramatically change that perception.
Essentially I see this as the most damaging statement JJ makes in this video. He is now on recorded for literally USING Parcells mainly for to aquire the new stadium and less for winning games.
It sounds like he thinks Parcells is overrated. He never really expected Parcells to turn the team around, so much so that he never expected getting an elite quarterback like Romo while Parcells was coach.
