Snyder always seems to be on a 2-3 year plan without sufficient picks to get younger, so we build more through FA than through the draft. We've had it backward for years, and will continue to be mediocre at best until we change our approach to building the team.

We can also trade away guys like Fletch and Moss for picks. However, not only is the number of picks is important, but which year the picks are in, as some draft classes are stronger than others.
