The teams that stockpile picks usually do so during the draft. If there's a player that slips that another team really wants, you sacrifice short-term for future gain. If the scouting department has done its job, there should be three or four players you're willing to draft if the others are taken- meaning, trade back if you can. Trade current picks for more picks down the road.
Unfortunately, we're almost at a point where we'll need every pick we have during the upcoming drafts. I just hope BA is saavy enough to get it done- is the fanbase amenable to doing it the right way, even if it means having 3 or 4 win seasons for the next few years?
