Arguably the biggest needs entering the offseason: QB, WR, CB, LB, TE, OL

According to NFL.com's rankings of available free agents, they have managed to sign the #2 QB, #3 WR, and #2 CB, while adding one of the better slot receivers and some depth on the O-line and at LB:

Ryan Fitzpatrick
Curtis Samuel
Adam Humphries
Tyler Larsen
William Jackson
David Mayo

Not to mention the list of starters and depth players they have brought back:

Kyle Allen
Taylor Heinicke
Cam Sims
Lamar Miller
Brandon Scherff
Chase Roullier
David Sharpe
Jared Norris
Danny Johnson
Dustin Hopkins

Still work to do but you are right, I think you have to really like what they have done since the season ended.
