It is common place, to replace damaged parts "viewed" as non-repairable with less damaged, used parts that are salvageable. What you may get are body parts that have signifigant bondo repair, and potential problems with undercoating issues.
That should not be the case because if you have a fender off you can tell if it has prior damage from the underside. Not many cars are undercoated now days and the ones that are got taken.

My only point is that if you get a used part, it may be, way used.

The body shop is not going to take a fender with prior damages because they could just save the money and repair the one on the car.

That is not the way it works. I used to be in that business. There is damage that can be easliy repaired, and that which cannot be saved. It is common place to purchase damaged parts to make repairs with.....................unknown to the customer. Damaged, and repaired gets re-used all the time.
