Would this rule involve just running backs or any player running the ball? I'm with everyone else; this is a crazy rule.

I have a different understanding... instead of a football there will be a balloon, players will be outfitted with bras and tinfoil hats, and there will be no more tackling, instead they will give hugs and compliments to each other. I already started a marketing tool of gooey happiness that lives within all men that will improve your game. I am going to market it as a sports drink. When you lower your shoulder your head lowers at the same time unless you have a neck like Jim Carrey.
