I think it's better if Heinicke leaves too. Not because he did anything wrong. But he's not a starter either and he might be used as a security blanket next year.
Give me Howell, a mid-round pick for competition, and a cheap solid vet that knows his job is to be No. 2 on gamedays. And possibly a starter if someone gets hurt.

I'm fine with Heinicke coming back. He is as good as a back up as you're going to get. The goal of the backup is if your starter goes down then you can still win games w/ your back-up. Heinicke has proven he can do that. He knows his role.
Actually the more I think about it I'm making it a priority to resign him. Then I am drafting a QB, probably in the 4th round.
