well it could if its too early, like in the third. then forcing you to decide in the fourth how to deal with the remaining time with 2 time outs.

or how about when we didnt have any timeouts to challenge the CAUGHT ball by mccardell i believe. i understand that had nothing to do with clock management, but the first part does.
