I tend to trust JP Finlay on the subject. He has connections inside the building and when he writes things like this I agree with his reasoning.

It's not a matter of Kyle Smith not knowing how to scout. It's not a matter of how well he does his job. It's a matter of Smith being young and Ron preferring experience.
