He did have some average seasons but if you can put yourself back in that moment in 1983 he was considered the best QB in football at that time and that was the most prolific offfense ever. The HOF voteres are very into winning and where you rank among your peers individually and Joe T was at the top of the league for those years. As for Simms I believe he would be in also if he had won that 1990 SB instead of Hostetler.
