IMO the answer is yes. Luck plays a role in football, including in the draft. For a famous example, if the Pats knew that Brady was Brady, they would have chosen him earlier in his draft. Over and above things like coaching, the Pats were lucky that a 6th round pick turned into an elite QB.

Here's a question that will "bake your noodle"- would Brady have become what he is today if he wasn't drafted in the 6th round and he was drafted in (let's say) the 1st round? Being drafted so late became the fuel for his fire.

Good question and who really knows the answer. However, if Brady had been drafted in the first round, he might still have fire, just a different one, such as the true pride of being a first rounder.
