Penalties need to be viewed in context. For example, Jacksonville is among the teams with the fewest penalties, yet they are still not good enough to win. On the other hand, Green Bay is among the most penalized teams but they have a great QB and a stout defense, so they can overcome penalties.
I suppose that for teams with middling talent penalties could be the difference between a winning season and a losing season.
