It's because he was supposed to be "The next big thing" and he was also a young exciting black QB that we hadn't seen since Vick with his speed and quickness, strong arm etc.

RG3 was an ICON in DC and still to this day some folks love him there. Heck he gave us all one hell of a ride that 2012 season, every game was must watch tv.
