Bruce Allen's win percentage is worse than Gruden's, but I think Snyder's is even worse in his almost 20 years owning the Redskins.

George Preston Marshall: 180-201-18 (399 games) 0.474 winning percentage
Jack Kent Cooke: 250-169-3 (422 games) 0.596 winning percentage
Dan Snyder: 138-177-1 (316 games) 0.438 winning percentage

In order for Dan to achieve the same winning percentage as racist Marshall by his 399th game the team would have to go 51-32 or a 0.614 clip. The 28 years the JKC owned the team were something special.
