It stands for Water Closet. In many many countries, including non English speaking ones like France, this is what's written on every toilet door. I thought that was also the case in the US.

It is widely used here in the US in the building codes and building design industries but not many know this (or care).

WC - abbreviation for water closet: a toilet, or a room containing a toilet:

WC in Europe is known as the Toilet (water closet). You see this abreviation in every hotel, restaurant, etc
