Stop trying to routinely fancy him as some sort of drop back passer. Drop him him back periodically to keep the defense honest, but mix it up and allow Heinicke to use his legs.

You can't drop back your QB periodically in the NFL. Can't hide your Qb. Could they use his legs more? I do think Scott could put in a few more waggles and boots and some more RO.
W/ Taylor I also think Scott could go back and put in some pure WCO plays w/ misdirection, play action and so forth. Some of those old Bill Walsh plays would work well w/ a weak armed QB. That stuff is dead now, but now sure why.
