It is less about how many Mexicans CAN pay, and more about how many Mexicans care enough to pay. There is more than enough money in Mexico City to support one football team.

The thriving upper class and a growing middle class regularly dish out money on sporting and other cultural events. The nicest Mall I've ever seen is in Mexico City, made Tysons II look like a Walmart. Their rich live rich and there are a lot of them. Sadly, there is much more distance between the have and have nots in Mexico than in the US, leaving many is abject poverty.
